There is hereby created and established a Board of Zoning, Building and Housing Appeals, which Board shall consist of five members to be appointed by a majority vote of the Council for terms of two years, provided that the members of the Board first appointed under this Charter shall be as follows: two of such members shall be appointed for one-year terms and three of such members shall be appointed for two-year terms. Thereafter, each member shall be appointed for a two-year term and shall continue in office until his or her successor is appointed.
