The City Manager shall serve as the head of the Departments of Public Service and Public Safety until separate positions are created as provided by Section 6.06 and Section 6.07 and he or she may act as head of any other department or division of the government, except that he or she shall not act as Director of Finance or Law, nor shall he or she act as the Chief of the Division of Police, Chief of the Division of Fire, City Engineer or Parks and Recreation Director. The City Manager may designate one person to serve as head of one or more departments or divisions, except that the Director of Law shall not serve or act as head of any other department or division.
