The City Manager may designate, by letter filed with the Clerk of Council, any qualified administrative officer of the Municipality to perform his or her powers, duties and functions during his or her temporary absence from the Municipality or during his or her disability. Such designation shall not be effective until the Council has approved it by a majority vote of the members of the Council, and the Council may revoke such designation by a majority vote of the members thereof. If such designation has not been made and the Manager is absent from the Municipality or unable to perform his or her duties or to make such designation, the Council may, by motion, appoint any qualified administrative officer of the Municipality to perform the powers, duties and functions of the City Manager until he or she shall return to the Municipality or the disability ceases. The Acting City Manager so designated shall exercise all powers, duties and functions of the City Manager during the temporary absence from the Municipality or disability of the City Manager.
In the event of a vacancy in the office of City Manager, the Council may designate a person as Acting City Manager, who shall exercise all powers, duties and functions of the City Manager until a City Manager is appointed.
