The City Manager shall be appointed solely on the basis of his or her executive and administrative qualifications and need not be a resident of the City at the time of his or her appointment, but shall become a resident of the Municipality within six months after his or her appointment unless residence outside the City is approved by a majority vote of the members of the Council.
