SECTION 4.05 READING OF ORDINANCES AND RESOLUTIONS.
   Each ordinance shall be read fully and distinctly on two separate days. Council may, by a two-thirds vote of all members elected thereto, dispense with the requirement that an ordinance be read on two separate days, and authorize the adoption of an ordinance upon its first reading, and the Council may, by a majority vote of all members elected thereto, dispense with the requirement that an ordinance be read fully and distinctly for its first or second reading or for both its first and second reading and authorize such reading or readings to be by title only. Council may dispense with the requirement that an ordinance be read on two separate days and dispense with the requirement that an ordinance be read fully and distinctly by stating the same in one motion.
   Each resolution shall be read fully and distinctly one time. Council may, by a majority vote of all members elected thereto, dispense with the requirement that a resolution be read fully and distinctly and authorize such reading to be by title only.
