Any member of Council may, at a regular or special meeting, introduce any ordinance or resolution. Such ordinance or resolution shall be in written or printed form and shall contain a concise title. The Clerk of Council shall cause a copy of each ordinance and resolution to be delivered to the members of Council and the Mayor at least twenty-four hours prior to the meeting at which it is to be first presented to the Council. The failure of the Clerk to make such delivery shall not affect the validity of any ordinance or resolution.
