SECTION 3.05 MAYOR; ELECTION, TERM, QUALIFICATIONS AND POWERS.
   At the November, 1967, election and every four years thereafter, the Mayor shall be elected from the Municipality at large for a four-year term. He or she shall assume office on the first day in January of the year following his or her election, and he or she shall hold office until his or her successor is elected and qualified. The salary of the Mayor for the four-year term of office beginning January 1, 1968, shall be that salary as established for the office of the Mayor as of the effective date of this Charter, and thereafter the salary of the Mayor shall be that established by the Council, subject to the limitations provided in Section 3.11 of this Charter.
   The Mayor shall have been an elector of the Municipality for at least one continuous year immediately prior to the time of filing for office and shall continue to be a qualified elector of the Municipality during his or her term of office. The Mayor shall not hold any other office or employment with the Municipality, except as otherwise allowed by this Charter or by ordinance of Council.
   The Mayor shall be the Presiding Officer of the Council, but he or she shall have no vote upon matters before the Council, except in the case of a tie vote among the members of Council, in which event he or she may vote upon any ordinance, resolution or other matter before the Council. The Mayor shall not vote in the case of a tie vote among the members of Council upon the issue of filling a vacancy in the Council. In addition to the duties as the Presiding Officer of the Council, the Mayor shall act as the ceremonial head of the Municipality, administer oaths, exercise all the judicial powers which are conferred upon mayors by the laws of Ohio and perform such other powers and duties as are elsewhere provided in this Charter or provided by the Council. The Mayor shall not have a veto power over matters considered by the Council, nor shall the Mayor interfere with the powers and duties of the City Manager in the supervision and conduct of the affairs of the administrative departments and divisions of the Municipality.
   If the Mayor shall cease to possess or violate any of the qualifications of office herein provided; is finally convicted of a felony or a misdemeanor involving moral turpitude; or fails to attend three consecutive regular meetings of the Council, unless such absence is excused by a majority vote of the members of Council present at such meetings, or a subsequent meeting of the Council, he or she shall be subject to the forfeiture of his or her office in the manner provided by Section 12.04 of this Charter.
   In no event shall the Mayor vote upon the question of his or her removal or whether his or her absence from a regular meeting of the Council shall be excused. Failure to maintain such qualifications shall not render void or ineffective any action of the Council in which the Mayor participated or any action taken by the Mayor under this Charter or the ordinances or resolutions of the Municipality.
