290.02 REPORT OF HUMAN RESOURCES STUDY COMMITTEE.
   (a)   The Report of the Human Resources Study Committee established by Council action on May 6, 1969, which is attached to original Ordinance 1749, passed April 21, 1970, and which is set forth in full below, is hereby adopted.
   (b)   This adoption shall have the following effects:
            (1)   The Community Relations Board as recommended is hereby established, having the duties, responsibilities and organizational structure outlined in the Report.
            (2)   The Mayor is hereby authorized to appoint the membership of the Community Relations Board and to initiate Board activity in the manner described in the Report.

REPORT OF THE HUMAN RESOURCES STUDY COMMITTEE
   The population of the City of Miamisburg is composed of men, women and children of various national and regional origins, races, religions, ages and economic levels.
   The peace, security and welfare of the residents of Miamisburg is in part fostered by harmony and tolerance among such groups.
   The absence of healthy intergroup relations either now or in the future most often manifests itself in the denial of equal treatment of individuals and of equal access to the benefits and resources of community life.
   It is, therefore, appropriate that the City establish an officially sponsored citizens' group, highly visible to the community, whose purpose is to promote understanding among people and harmony throughout the community. It is recommended that this group be known as the Miamisburg Community Relations Board.
COMMUNITY RELATIONS BOARD
   Functions.
   A.   To foster mutual understanding among all the various segments of the population of the City of Miamisburg.
   B.   To encourage equality of treatment of all residents and groups of residents in the City of Miamisburg.
   C.   To cooperate with all agencies and organizations having like or kindred functions.
   D.   To make such studies and reports in the field of community relations as will aid in effectuating its general purpose.
   Duties.
   A.   Develop meaningful legislation designed to insure equal treatment of all in the areas of housing, employment, public accommodation, etc., and to thus assume and make public a community posture of tolerance and good will.
   B.   Stimulate cooperative efforts among various segments of the community's religious and civic organizations, schools, social agencies, businesses, etc., to improve intergroup relations throughout the community.
   C.   Conduct community education programs and sponsor seminars and forums that promote the concepts of equal treatment and equal access.
   D.   Initiate and facilitate dialogue between individuals and groups to lessen tensions, improve understanding and produce a heightened sense of unity.
   E.   Advise and consult with the City Council, the Board of Education and City and School Administrations and make recommendations on matters involving community relations.
   F.   Make studies and recommendations with reference to situations or specific problems involving group relations.
   G.   Prepare and submit an annual report to the City Manager for transmittal to the City Council and such special and additional reports as may be requested from time to time by the Council.
   Membership.
   Membership of the Community Relations Board (CRB) will number fifteen and will reflect a representative cross-section of the community.
   A.   Appointment of members will be made by the Mayor and selections will be drawn from, but not limited to, the following list of categories:

                  Youth               Industry
                  Region
   B.   Of the fifteen members first appointed, five shall be appointed for two years, five for three years and five for four years; thereafter, each appointment shall be for a term of four years.
   Structure.
   It is the opinion of this Study Committee that the internal structure will best be determined by the CRB itself.
   A.   This Study Committee will select someone to chair meetings of the CRB for the first one-quarter year during which time the Committee will hold at least one regularly scheduled meeting monthly. A quorum of all members of the CRB shall be more than half the total number of members.
   B.   At the end of one-quarter year, the CRB shall have completed its by-laws which will provide for, among other things, the immediate selection of a Chairperson and such other officers as are desirable, and a system for removal of members due to inactivity and such other causes as might be appropriate.
   Community Response Group.
   To gain additional working membership and support, a Community Response Group will be created consisting of one delegate each from pre-existing community organizations wishing to participate.
   A.   Pre-existing community organizations, public or private, religious or secular, wishing to designate a delegate must:
      1.   Be broadly representative of the community;
      2.   Be actively operating within the community.
   B.   Delegates of the Community Response Group will be subject to “Call Meetings” with the CRB to deal with specific areas of concern and will be:
      1.   Asked from time to time to assist the CRB in conducting educational and other programs relating to its work;
      2.   Kept informed of CRB activities and expected to respond to those activities;
      3.   Requested to notify the CRB of any pertinent situation of community concern;
      4.   Required to keep the sponsoring organization informed of activities and communicate its thinking to the CRB.
