(a) It shall be the policy of Council that all law abiding people, irrespective of skin color, religion or national origin, will be accorded equal treatment under the law by Council and its administrative agents.
(b) All citizens are urged to demonstrate their willingness to work toward this ideal of our democracy in a like manner by personally and individually according equal treatment to all people. (Res. 1162. Passed 11-19-68.)
