272.08    QUESTIONS AS TO BARGAINING UNIT COMPOSITION.
   (a)   Whenever a question is raised as to the inclusion or exclusion of an employee or group of employees within a bargaining unit, the matter shall be brought to the attention of the City Manager by letter, either by an employee or organization or by the department head.
   (b)   The City Manager will thereafter undertake an investigation of the question and make a written determination based on that investigation. The City Manager may, in the course of that investigation, hold hearings and permit interested parties to participate and be heard, under rules of procedure established by the City Manager. The decision of the City Manager shall be considered final.
