No agreement shall abridge the right of the City Manager and his or her designated assistants or of Council to:
(a) Perform all functions required of them by the Charter or by statute or ordinance;
(b) Determine the mission of each City agency;
(c) Set standards of service to be offered to the public;
(d) Exercise control and discretion over the City organization;
(e) Determine the methods by which work is to be performed, the number of employees required and the amount of City resources to be committed.
