The City Manager is hereby authorized to enter into written agreements with exclusive representatives concerning wages, fringe benefits and working conditions, but such agreements shall not be valid until Council has accepted their terms by passing necessary legislation. No agreement shall be made unless the exclusive representative represents a majority of all the employees who would be affected by the wage, fringe benefit or working condition. Such matters which Council finds should be handled on a uniform basis for all City employees shall be negotiated only when the exclusive representative actually represents a majority of the entire City work force which is not excluded from all bargaining units. Nothing in this section is intended to prevent negotiations by a committee of organizations.
