(a) Except for guide dogs registered under Ohio R.C. 955.011, law enforcement canines registered under Ohio R.C. 955.012, and dogs kept by an institution or organization for teaching and research purposes under Ohio R.C. 955.16, no owner, keeper or harborer of or having charge or control of any dog over three months of age after January 31st of any year, or brought from outside the State at any time during the year, shall fail to register such dog with the Montgomery County Auditor as required by Ohio R.C. 955.01.
(b) Failure to display the tag issued in connection with the registration required by Ohio R.C. 955.01, on a dog's collar, harness, leash or similar device, shall be prima facie evidence of a violation of division (a) of this section.
(c) No person shall own, keep, or harbor a dog wearing a fictitious, altered, or invalid registration tag or a registration tag not issued by the county in connection with the registration of that animal.
(d) Whoever violates this section is guilty of a minor misdemeanor.
