270.08 HEALTH INSURANCE.
   (a)   Council hereby authorizes the City's membership in the Ohio Benefits Cooperative, Incorporated, and the City agrees to abide by all provisions of the Articles of Incorporation of such Cooperative.

   (b)   The City shall purchase, through the Cooperative, health insurance benefits provided to City employees in accordance with the rules and regulations of the Cooperative, and shall pay, through the Cooperative, the appropriate premiums from September 1, 2018 not to exceed as follows:

   (c)   (EDITOR'S NOTE: Ordinance 5396, passed December 7, 1999, repealed the Section 125 plan established by Ordinance 4854, passed January 3, 1995, for employees enrolling in the Exclusive Provider Plan (EPO) at a per employee cost of either fifty dollars ($50.00) per single plan or one hundred dollars ($100.00) per family plan at a total cost not to exceed fourteen thousand dollars ($14,000) per year, including third party administrative charges, for all employee groups except Firefighters/Paramedics for whom the plan shall remain in effect until all collective bargaining obligations are discharged.
   Ordinance 5396 also established a Flexible Spending Account Plan for all eligible City employees under Section 125 of the Internal Revenue Code and authorized the City Manager to execute all necessary agreements, contracts, resolutions, instruments and other documents required to establish the plan, including third party administrative charges.)
   (d)   Council hereby authorizes the City Manager to execute all necessary agreements, contracts, resolutions, instruments and other documents required to effect the City's membership in the Cooperative and to procure insurance benefits for City employees.
   (e)   Council hereby appoints the Assistant City Manager as the designated City representative in the Cooperative and appoints the City Manager as the alternate.

   (f)   For employees not covered under collective bargaining agreements who are provided health insurance benefits under the fringe benefit policies of the City, the City will pay 92.5% of the applicable health insurance premium.

   (g)   It is hereby declared to be a policy of the City that the Mayor and members of Council, as elected officials, shall have the right to be covered by health insurance benefits as the same are made available to other employees of the City, provided, however, that such coverage shall be maintained and paid for by the member of Council or by the Mayor so desiring to participate in such plan.
