1460.04 REPAIRS AND/OR REPLACEMENT.
   Upon being served notice, the owner may make immediate application in writing or in person to the Chief Building Official for a special building permit to undertake the repairs or replacement of items found to constitute a public nuisance.
   Adequate plans and specifications, as required by the Chief Building Official, covering the repairs or replacement, shall be furnished by the owner to the Chief Building Official within fifteen days after receipt of notice or such additional time as the Chief Building Official may deem necessary to complete plans and specifications, not to exceed ninety days.
   The Chief Building Official shall, upon approval of the plans and specifications, cause a special building permit to be issued to the owner. The special building permit to be issued by the Chief Building Official shall be for a period of thirty days and within such thirty days the owner shall effect and complete such repairs and/or replacement, or the Chief Building Official may grant an extension to the special building permit if the owner shows reason or cause for the requested extension and if the extension will more readily effect the repairs and/or replacement.
