1228.10 STREET LIGHTING.
   (a)   Installation of street lights in any residential, commercial or industrial subdivision shall be the financial responsibility of the developer of such subdivision.
   (b)   Continuous lighting shall be required in all commercial developments/subdivisions and along those thoroughfares classified as minor collectors or larger by the Master Thoroughfare Plan adopted by the City. Fixture styles shall be at the discretion of the Planning Commission.
   (c)   In situations other than those described in division (b) of this section, and where it is determined by the Commission that continuous street lighting may not be required, alternative forms of lighting may be provided. When continuous lighting is not required, the objective of the lighting shall be aesthetic, or a purpose other than public safety will be identified. The Commission may at its discretion impose certain conditions upon the pattern, style, intensity or location of the alternative form of lighting so as to insure the objective at hand. Within this area of discretion, the Commission will assume a need for some alternative form of lighting upon through and collector streets in residential areas. The type of lighting required by this section will be determined by the existing lighting pattern, the significance of the thoroughfare and the intent of the development.
