After tentative approval of a preliminary plat and prior to approval of a final plat, the subdivider shall have prepared and submitted to the proper agency detailed construction drawings of all required improvements, and shall have completed the work to the satisfaction of the agency involved or posted a bond in lieu of completion of such improvements.
