(a) Within the City.
(1) The subdivider shall prepare the preliminary plat in accordance with the design standards and requirements listed herein and shall submit three copies, along with an application in writing, to the Planning Commission for tentative approval of the plat.
(2) The preliminary plat shall be reviewed by the Commission for conformity to these Subdivision Regulations and the Master Thoroughfare Plan.
(3) The Commission may tentatively approve or disapprove the preliminary plat or approve it with modifications, noting thereon any changes that will be required. One copy shall be returned to the subdivider, with the date of such approval or disapproval endorsed thereon. Tentative approval of the preliminary plat does not constitute acceptance of the plat and is only an approval of the layout.
(4) Tentative approval of the preliminary plat shall be effective for only one year. However, if a large plat is to be developed in sections, only the first section need be submitted for approval within one year.
(5) After tentative approval, the subdivider may secure from the appropriate authorities the necessary permits to proceed with street and sanitary improvements.
(b) Within Three Miles of the City.
(1) The subdivider shall submit five copies of the preliminary plat to the City Planning Commission. One copy shall be retained for review and record purposes, and four copies shall be forwarded to the County Planning Commission for review by the staff and the other County agencies concerned (i.e. the County Engineer, the County Board of Health or the County Sanitary Engineer) and for recommendation for approval or disapproval to the City Planning Commission.
(2) The City Planning Commission may then tentatively approve or disapprove the preliminary plat or approve it with modifications, noting thereon any changes that will be required. One copy shall be returned to the subdivider, with the date of such approval or disapproval endorsed thereon.
