(a) Whoever violates or fails to comply with any of the provisions of these Subdivision Regulations shall be fined not less than ten dollars ($10.00) nor more than one thousand dollars ($1,000) for each offense. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
(b) The penalty provided for in subsection (a) hereof may be recovered with costs in a civil action brought in the Court of Common Pleas in the county in which the land lies, relative to which such violation occurred, by the Director of Law, in the name of the City and for the use thereof.
