In any particular case where, because of topographic or other conditions, strict compliance with the provisions of these Subdivision Regulations would cause practical difficulties or exceptional or undue hardship upon the subdivider, the Planning Commission may authorize a variance from the strict application of these provisions so as to relieve such difficulties or hardships, provided that such relief may be granted without substantial detriment to the public good and without substantially impairing the intent and purpose of these Subdivision Regulations, in accordance with the rules and regulations pertaining to the subdivision of land in the City and within three miles thereof.
