At the time of submission of the preliminary plat or the final plat, a subdivider shall pay a filing fee to the City in an amount as follows:
(a) Preliminary plat: one hundred dollars ($100.00) per plat.
(b) Final plat: one hundred dollars ($100.00) plus twenty-five dollars ($25.00) per acre (computed to the tenth of an acre).
