1060.12 EXCLUSIVE RIGHTS TO COLLECT.

The City hereby declares its exclusive right to perform refuse and/or recyclable collection service. Private waste collectors are permitted to collect such material for residential apartments, commercial and industrial establishments not serviced by the City.
