(a) Location; Pads. A large trash collection facility shall be situated in a permanent location and placed on a concrete or asphalt pad maintained free of cracks, ruts or excessive deterioration. A dumpster pad shall be of a size which will allow the dumpster to sit entirely on the pad and also permit the loading wheels of a trash disposal truck to rest on the pad while emptying such dumpster.
(b) Screening. Large trash collection facilities (dumpsters) in residential districts and/or uses, located adjacent to or in plain view of neighboring residences, shall be screened from such residences. Such a trash collection facility may not be located in the front yard. Screening may be a fence, wall, dense plantings or landscaping, or any other material approved by the City Planner.
(c) Emptying and Maintenance. All trash collection facilities in residential districts and/or uses shall be properly emptied and maintained so as to prevent spillage of debris and trash outside the screening and all materials shall be confined within the trash collection facility.
(d) Existing Facilities. All existing trash collection facilities in all residential districts and/or uses shall be in conformity with this chapter.
(e) Appeals. Owners of affected properties applying to the Board of Building, Zoning and Housing Appeals within six months after the date of legal effect of this section, concerning the application of provisions of this chapter, shall not be required to pay an application fee for such appeal.
