No person shall bury or burn any refuse or throw or leave the same in or on any street, alley, public ground or vacant lot, or in any pond, stream or body of water, within the limits of the City. However, on the days scheduled by the City Manager or his or her designee for the collection of such refuse, containers of the same may be placed on the premises in obedience to and compliance with this chapter.
