1060.01 DEFINITIONS.
   As used in this chapter:
   (a)   “Recyclable” means a material that can potentially be used, reused or reclaimed. The City Manager shall be responsible for designating material as recyclable.
   (b)   “Recycle” means to use, reuse, or reclaim a material. (OAC 3745-50-10)
   (c)   “Refuse” means all trash, rubbish, garbage or discarded material required to be removed from private or public places, exclusive of recognized industrial by-products, any highly explosive material, any detrimental substance, including but not limited to infectious waste, toxic substances or hazardous waste, and any construction material such as earth, gravel, brick, mortar, stone, wood, lime, plaster, cement, paint, roofing shingles, etc.
   (d)   “Standard collection unit” means a maximum of 12 of the herein recognized and acceptable containers in any combination, including yard waste, except that commercial-type metal containers shall not be a part of a standard collection unit.
   (e)   “Trash collection facility” means a large container such as a dumpster or a small container such as a garbage can, bag or other similar container, which is used for the collection of waste and debris of its user(s).
   (f)   “Yard waste” means grass clippings, weeds, thatch, crop residue, light bush trimmings, leaves and tree trimmings.
