(a) City Council hereby establishes the following EMS fees for the transport of people requesting emergency medical services.
(1) A patient receiving basic life support (BLS) during transportation: $304.00.
(2) A patient receiving advanced life support (ALS) during transportation: $661.00.
(3) Loaded trip mileage fee per mile one-way: $3.15.
(b) The City Manager is hereby authorized to enter into a one-year contract extension for the purpose of billing and collecting the fees for EMS services as stated in division (a) of this section at the current rate of 7.9% of the net revenue.
(c) The City Manager shall determine collection practices and billing frequency for recovery of the fees, including the right to bill only EMS users covered by private insurance, Medicare or Medicaid and to defer collecting, or write off, uncollected amounts.
