(a) There is hereby established, within the Fire Division, an Arson Bureau. Such Bureau shall consist of the following:
(1) The Chief of the Arson Bureau;
(2) One deputy;
(3) Such additional deputies as the Fire Chief determines to be necessary for the efficient administration of the Arson Bureau.
(b) The City Manager is hereby authorized to appoint a Chief of the Arson Bureau who shall be experienced in the investigation of the cause, origin and circumstances of fires and in the administration and supervision of subordinates. The Arson Bureau Chief and any and all members of his or her Bureau shall be in the classified civil service.
(c) The Arson Bureau Chief shall be responsible to and under the direct supervision of the Fire Chief for the investigation of the cause, origin and circumstances of each fire and for the administration and prosecution of individuals believed, for probable cause, to be guilty of arson or a similar crime.
(d) The Arson Bureau Chief is hereby authorized and directed to be present at all fires, investigate the cause thereof, examine witnesses, compel the attendance of witnesses and the production of books and records and delegate the foregoing responsibilities to duly authorized deputies within the Arson Bureau. The Arson Bureau Chief is also authorized and directed to administer oaths, to make arrests and to enter, for the purpose of examination, any building or property which in his or her opinion is in danger from fire. All of the foregoing powers and duties may also be exercised and carried out by duly authorized deputies within the Arson Bureau.
