(a) Permit Requirements. No person shall construct a storm sewer or drain to connect with the MS4, nor make any connection to the any component of the MS4, without first obtaining a permit from the City. The application for such permit shall be accompanied by the established fee.
(b) Schedule of Fees. The City shall establish a schedule of fees, charges, expenses, and collection procedure for matters pertaining to this chapter. The schedule of fees shall be available at the applicable City offices. Until all applicable fees, charges and expenses have been paid in full, no action shall be taken on any application or appeal.
(c) Specifications for Connections. The City will adopt specifications in accordance with the provisions of this chapter for the purpose of providing control of the type of acceptable installations. The specifications shall be available at the applicable City offices.
(d) Removal Required for Unlawful Connections. The City authorized agent is hereby authorized to require the proper abandonment and removal of connections to the MS4 which violate provisions of this chapter.
(e) Connection Inspections. The applicant must notify the City authorized agent five business days in advance to request an inspection. All proposed connections to the MS4 must be inspected by the authorized agent of the City or certified by a professional engineer or their designee who has been approved by the City prior to being put into use and covered. All inspections shall be documented. No discharges are permitted until all deficiencies are corrected and approved by the City authorized agent.
(f) Private Storm Laterals. The property owner has all maintenance responsibilities associated with private storm lateral(s) from a building or an inlet structure to the MS4. Repairs of private laterals, beyond the customer's property line in the right-of-way or easement require the services of a licensed plumber or professional engineer and a City application & permit for street opening. Whenever a cut is to be made in a dedicated street or alley, the customer's contractor shall contact the City authorized agent. For any work on the private lateral, City permits and inspections are required.
