(a) The purpose of this chapter is to provide for the health, safety, and general welfare of the citizens of the City through the regulation, management and protection of the municipal separate storm sewer system (MS4) and receiving water bodies in a manner pursuant to and consistent with Federal and State law.
(b) The objectives of this chapter are:
(1) To establish specifications, permits and fees required for connection to the municipal separate storm sewer system;
(2) To regulate the contribution of pollutants to the municipal separate storm sewer system from storm water discharges by any user;
(3) To prohibit illicit connections and illegal discharges to the municipal separate storm sewer system; and
(4) To establish the legal authority to carry out all inspection, surveillance, monitoring procedures and penalties necessary to ensure compliance with this chapter.
