All measurements, tests and analyses of the characteristics of water and wastes to which reference has been made in this chapter shall be determined in accordance with Standard Methods for Examination of Water and Sewage, as set forth by the State of Ohio, and shall be determined at the control manhole, as provided in Section 1046.45, or upon suitable samples taken at such control manhole. If no special manhole has been required, the control manhole shall be considered to be the downstream manhole in the public sewer that is nearest to the point at which the building sewer is connected.
