Storm water and all other unpolluted drainage shall be discharged to such sewers or drains as are specifically designated as such, or to a natural outlet approved by the City Manager. Industrial cooling water or unpolluted process waters may be discharged upon approval of the City Manager to a storm sewer or natural outlet.
