(a) A person constructing a home or building of any nature whatsoever shall obtain from the Chief Building Official a permit for construction water, the fee for which shall be thirty-five dollars ($35.00) per building. Such permit shall be obtained and paid for at the time the building permit is obtained. This provision shall not apply to the construction of garages, or additions to existing buildings, where the water tap has already been made to the Municipally-owned system and the lots upon which the improvement being built is occupied.
(b) Water used for each such permit shall be used only for the building for which the permit is obtained. Such permit shall be valid for three months or until the Chief Building Official approves the final inspection of the building, whichever is first. Thereafter, regular water and sewer rates are to be charged.
(c) Water may be drawn from fire hydrants for approved uses after taking out proper permits at the office of the Division of Water and Sewers. The charge for the use of a fire hydrant shall be twenty-five dollars ($25.00) per day or part thereof. The customer shall be eligible for the use of a meter on the fire hydrant if the period of use exceeds one week. The Division of Water and Sewers shall deliver and install the meter on the fire hydrant for the specified fees.
(d) The customer shall be responsible for loss or damage of the meter, the hydrant and related fittings. The customer shall pay for all water consumed at the regular rates. The meter installed on one fire hydrant shall not be moved to another fire hydrant by the customer without the approval of the Division of Water and Sewers. If a person is found to be using a fire hydrant without a permit from the Division of Water and Sewers, such person shall be subject to the penalty provided in Section 1044.99.
