Sewerage service charges provided in this chapter shall be payable monthly or quarterly at the office of the City Finance Director, upon statements rendered in the method, manner and form as may be provided by the City Manager, at the same time and under the same terms that the water bill for the lot, parcel of land, building or premises is payable.
