(a) In instances where plat specifications do not require it, but to do so would result in the conformity of a water line to the overall plan of the City water system, the Finance Director is hereby authorized to pay out of the Water Capital Fund the difference in costs between the size of the required water line and a twelve-inch water line.
(b) In lieu of active participation, the City may enter into an appropriate agreement pursuant to Section 1040.02 in order to provide for the difference in costs between the size of the required water line and a twelve-inch cast iron water line, plus cost differences for fittings, valves or accessories.
