(a) The general policy of the City is that all costs in connection with the installation of water and sewer services shall be borne by the benefitted property owner.
(b) Property owners of an area desiring water and sewer services shall direct a petition to Council. A legal petition containing the signatures of a majority of the property owners within the area to be served shall be a basic requirement to the extension of such services.
(c) When the topography of an area requires the construction of a sewage lift station, either temporary or permanent, to serve a limited area development, the cost of such sewage lift station shall be financed or borne by the benefitted property owners Plans and specifications for all such installations shall be approved by the City Engineer prior to construction.
