Encroachments now existing are not approved, but, as far as the law allows, shall remain. However, in the event that there is any change in the characteristics of the area of the encroachment and the area is needed for any public improvement, the encroachment shall be removed within thirty days upon written registered notice from the City Manager upon the owner to do so, at no cost to the City. No person shall fail to comply with such notice within such period.
