All encroachments on public rights of way after the passage of this section, are illegal, and the owner thereof may be required to remove the same at the request of the City Manager, and any costs incurred in connection with such removal shall be borne by such owner. No person shall fail to comply with an order of the City Manager issued in connection with this section.
