Whenever the owner or occupant of any premises removes or cuts down a tree abutting his or her premises, he or she shall do so in such manner that no portion of the stump remains so as to create an unreasonable hazard. The Service Director may cause such stump to be removed upon failure of the owner or occupant to do so within ten days after receipt of notice. Such remedy shall be in addition to the penalty provided in Section 1024.99.
