The owner or occupant of any premises abutting on any sidewalk in the City may plant shade trees between the sidewalk and the street, provided they do not interfere with the use of the sidewalk or street or any existing utility facilities. All such trees shall be kept trimmed so that the lowest branches shall be at least eight feet above the sidewalk and at least twelve feet above the curb and street roadway surface.
