No person other than duly authorized employees of the City shall make any repair/ replacement of the sidewalk, curb and gutter in the right-of-way within the City without first making written application to the City Engineer for a permit to do so. A fee of ten dollars ($10.00) shall be charged at the time of the permit issuance to defray the cost of inspections and supervision.
