The Service Director may order a replacement to be made and charged to a property owner after first giving a 30-day notice to the property owner to replace a defective gutter, sidewalk or other concrete improvement.
If such improvement is made by the City, the cost of such improvement shall be at the owner's expense and shall be assessed against the lot or land.
