No operator or driver of a taxicab shall deceive or attempt to deceive any passenger, prospective passenger or other person by any misrepresentation as to the number, ownership or other identity of his or her taxicab or coerce any person for the purpose of securing or attempting to secure him or her as a passenger in such taxicab. No operator or driver shall use any profane, boisterous or improper language or be the cause of or engage in any quarreling, fighting or other unlawful disturbance, loiter about a taxicab stand except upon the driver's seat of his or her own taxicab, solicit patronage while at a taxicab stand except while seated on the driver's seat of his or her taxicab, or solicit patronage by loud, boisterous outcry.
