No passenger or other person shall occupy the seat adjacent to the taxicab driver in any taxicab operated within the City unless all other available seats in such taxicab are occupied by passengers or riders.
No driver of any taxicab within the City shall permit any passenger or rider to occupy the seat adjacent to him or her in the taxicab unless all other available seats in the taxicab are occupied by passengers or riders.
