Each taxicab driver must be a citizen of the United States, must be able to read, write and speak the English language, must be at least eighteen years of age and must be qualified to drive a motor vehicle in the State of Ohio. Each taxicab driver, before undertaking his or her duties as such, shall file with the Chief of Police an affidavit in proof of the requirements herein and shall display his or her operating license.
