All owners and operators of taxicabs shall maintain their equipment in good mechanical condition at all times, shall not operate motor vehicles without adequate brakes and lights and shall not permit the operation of such motor vehicles in a defective mechanical condition which might affect or tend to affect the safe operation of such vehicles. All police officers shall have the right at all times to inspect or to cause to be inspected all licensed taxicabs for mechanical defects. Failure to comply with the provisions of this section shall be just cause for revocation of the license at the discretion of the Director of Public Safety.
