Applications for renewal licenses shall be given priority over new applications. Licenses shall be issued for the calendar year only. No license shall be transferable and no rebates shall be made for any unused portion of a license.
Upon compliance with the applicable conditions enumerated in this chapter, an operator's license shall be issued by the Director of Public Safety for a period expiring December 31 next, unless sooner revoked, in such form as approved by him or her, containing a statement of the number of taxicabs then used by the operator, the make and motor number of each taxicab, the registration number of each taxicab and any other information reasonably regarded as proper by the Director.
