At the time of appointment as a special policeman or private detective, a badge shall be issued by the Police Division for which the recipient must deposit with the City the sum of fifteen dollars ($15.00). Twelve dollars ($12.00) of such deposit shall be refunded upon the revocation or termination of the license and the return of the badge. The sum of three dollars ($3.00) shall be retained to cover the cost of depreciation of the badge.
