The powers and duties of all persons licensed under the provisions of this chapter shall be as follows:
(a) All lawful orders of the Chief of Police shall be obeyed.
(b) Arms may be carried only when on duty and then only in compliance with Ohio R.C. 4749.10 or any other applicable State law.
(c) A special policeman, when on patrol or guard duty, must wear a proper uniform. Uniforms shall all be identical, shall be of a different color than those worn by Police Division personnel and must be approved by the Chief of Police. Badges and cap pieces must be of a design approved by the Chief of Police. Such a special policeman shall wear a shoulder patch on the left sleeve, bearing the name of the organization to which he or she belongs, the color and design of which are to be approved by the Chief of Police.
(d) Any special policeman or private detective having knowledge of a crime shall immediately notify the Police Division and stand by until regular police officers arrive. At no time shall he or she conduct an investigation before calling the Police Division. During an investigation of any crime, the Police Division reserves the right to stop a special policeman or private detective, whether local or foreign, from investigating or interfering in any way with the Police Division.
(e) No special policeman or private detective whether acting as an individual or as an employee of a special police agency or a private detective agency shall repossess automobiles, collect debts or attempt to recover funds from the maker or endorser of a negotiable instrument while acting under authority of any license issued pursuant to this chapter.
