860.05 LICENSE FEES; ADDITIONAL EXEMPTIONS FROM LICENSE REQUIREMENTS.
   (a)   The annual license fee for special police agencies or private detective agencies shall be in accordance with the following schedule:
   No. of Employees        Fee
   1 to 5             $10.00
   6 to 10          15.00
   11 to 20         20.00
   21 to 30         25.00
   31 to 40         30.00
   41 to 50         35.00
   over 50         40.00
   The fee for agency licenses issued between July 1 and December 31 in any year shall be one-half of the above-named amounts.
   Each and every special policeman or private detective, whether acting as an individual or as an employee of a special police agency or a private detective agency, shall pay an annual license fee of one dollar ($1.00). The license shall expire December 31 of each year.
   All fees are payable to the Finance Director and shall be credited to the General Fund.
   (b)   No license shall be required from, nor shall any of the provisions of this chapter apply to, any person, firm, corporation or employee thereof engaged exclusively in the following:
      (1)   The protection of persons, passengers or property being transported in interstate or intrastate commercial carriers;
      (2)   Regular insurance business;
      (3)   The practice of law, except that such exemption shall not inure to the benefit of any employee or representative of such attorney who is not employed solely, exclusively and regularly by such attorney;
      (4)   The sole business of furnishing information as to the business and financial standing and credit responsibility of persons, firms or corporations or as to the personal habits and financial responsibility of applicants for insurance, indemnity bonds or commercial credit or of claimants under insurance policies;
      (5)   The Police Force of the United States, the State or any county, city or village, appointed or elected by due authority of law insofar as their activities are concerned; and
      (6)   The protection of a plant or mercantile business, whereby such persons are employed exclusively by an employer engaged in a manufacturing, industrial or mercantile business.
