The Mayor, before issuing a license, shall determine by investigation whether or not the dance hall sought to be licensed complies with all of the regulations, ordinances and laws applicable thereto. In the making of such investigation, he or she shall have the assistance of the Chief Building Official, the Health Commissioner and the Fire Chief. Such investigator shall be permitted to have access to all public dance halls at all times. No license shall be renewed except after reinvestigation of the premises as provided herein.
